The Bureau of Public Service Reforms (BPSR) has ranked the Nigerian Communications Commission (NCC) among the top three Ministries, Departments and Agencies (MDAs) of the Federal Government with the best website performance for 2025.
The recognition was coming barely three weeks after the telecoms regulator was named one of the top five best-performing Federal Government agencies for 2025 by the Presidential Enabling Business Environment Council (PEBEC), underscoring the Commission’s sustained investment in digital infrastructure and efficient service delivery.
In the 2024/2025 BPSR scorecard assessment of MDA websites, the NCC emerged second out of 235 MDAs evaluated nationwide. Galaxy Backbone Limited secured the first position, while the Nigeria Export Promotion Council (NEPC) placed third.
According to BPSR, the assessment was based on 14 performance criteria, including compliance with the .gov.ng domain, website appearance and aesthetics, content quality and relevance to mandate, structure, responsiveness across devices, security, load time, usability, availability, functionality, interactivity, accessibility and capacity building.
The announcement was made at the official release of the Federal Government 2024/2025 MDA Website Scorecard at the Federal Ministry of Finance Auditorium, Abuja, on Monday, December 22, 2025, while the award presentation took place at the BPSR headquarters on Tuesday, December 23, 2025.
The award, a key metric under the National e-Government Masterplan for measuring Nigeria’s e-Government status, was presented to the NCC in recognition of its commitment to maintaining a world-class website that enhances access to information and public service delivery.
Receiving the award on behalf of the Executive Vice Chairman of the NCC, Dr. Aminu Maida, the Executive Commissioner, Technical Services, Engr. Abraham Oshadami, expressed appreciation to BPSR for the recognition. He described the award as an encouragement for the Commission to further leverage digital platforms to improve service delivery and support the Federal Government’s Ease of Doing Business policy.
Presenting the award, BPSR Director-General, Mr. Dasuki Arabi, commended the top three agencies for their proactive approach in maintaining globally competitive websites aligned with government policy on effective and efficient service delivery.
Arabi said the 2024/2025 website ranking reflects a collective effort by public institutions to promote transparency, accountability and openness in governance, while aligning with global best practices. He added that the annual scorecard, introduced about six years ago, has encouraged more MDAs to embrace reforms and support the Renewed Hope agenda of President Bola Ahmed Tinubu aimed at improving governance and service delivery.
He further noted that the increasing importance of technology in governance, particularly after the COVID-19 pandemic, has made the deployment of standardized and innovative digital platforms imperative for competitiveness, cost-effectiveness and agile public service operations.
According to the Director-General, the scorecard exercise is part of BPSR’s broader reform mandate to identify best practices, improve access to government information, facilitate seamless transactions, curb corruption and cyber threats, and enhance citizens’ access to public services.
He explained that the ranking process was rigorous, involving an inter-ministerial jury that subjected MDA websites to detailed evaluation and quality assurance checks before final validation of results.
