The Chief of the Naval Staff (CNS), Vice Admiral Emmanuel Ikechukwu Ogalla, on Friday, July 11, 2025, commissioned a Special Intervention Quick Impact Project at Kofar Na’isa Community in Gwale Local Government Area of Kano State. The project marks another bold step by the Nigerian Navy in promoting civil-military cooperation and contributing to the Federal Government’s Renewed Hope Agenda.
The commissioned initiative, facilitated by Rear Admiral Bashir Mohammed, an indigene of the community, involved the total renovation of Kofar Na’isa Primary School. The renovation works included the refurbishment of classrooms, reconstruction of toilets, replacement of dilapidated roofing, windows, and doors, installation of sanitary facilities, rehabilitation of a functional water supply system, and general painting of the entire school structure.
Speaking during the commissioning, Vice Admiral Ogalla, represented by the Commandant of the Nigerian Navy Logistics College, Rear Admiral Emmanuel Chukwuemeka Anakwe, reaffirmed the Nigerian Navy’s unwavering commitment to supporting national development through civil-military partnership.
“This initiative is part of our Special Intervention Quick Impact Project launched in 2024 to deepen civil-military cooperation and contribute meaningfully to national development,” the CNS stated. “It also serves as a platform to honour our accomplished senior officers and demonstrate that our service to Nigerians goes beyond securing lives and property.”
Vice Admiral Ogalla lauded Rear Admiral Bashir Mohammed for his vision and dedication in identifying with the needs of his community and delivering the project to standard and on schedule. He urged the beneficiaries to take full ownership of the facilities and use them responsibly.
Earlier in his remarks, Rear Admiral Bashir Mohammed described the intervention as a symbolic gesture to give back to the community that shaped him, and to honour Kano indigenes serving gallantly in the Nigerian Navy.
“This project was approved by the Chief of the Naval Staff as a gesture of appreciation for the contributions and sacrifices of Kano indigenes in the Nigerian Navy, and also to mark my reaching the zenith of my naval career,” Rear Admiral Mohammed said.
He added that the project aligned with the CNS’s vision of development, enhanced civil-military relations, and improved security. “This effort is specifically aimed at improving the teaching and learning environment for the children of this community,” he emphasized.
Representing the Kano State Governor, the Commissioner for Security and Internal Affairs, Air Vice Marshal Ibrahim Umaru (Rtd), expressed the State Government’s gratitude to the Nigerian Navy for its timely intervention in improving public infrastructure in Kano.
Delivering the Governor’s speech, AVM Umaru said, “This occasion is more than a simple event; it is a testament to the cordial civil-military relationship between the Nigerian Navy and Kano State. One of the alumni of this primary school, Rear Admiral Bashir Mohammed, thought it wise to remember his roots and considered this school for a facelift under the CNS Quick Impact Project.”
He reiterated the administration’s priority on education as the cornerstone of development, noting that while the state government has reached many communities, the Navy’s intervention addressed a vital need previously unattended.
“These newly renovated classrooms, equipped with modern facilities, are aimed at enhancing the learning experience of our pupils,” the Governor’s message read. “To the pupils of Kofar Na’Isa Primary School, this is your school. Take care of it, respect your teachers, and commit yourselves to excellence. You are the leaders of tomorrow.”
The Governor also commended the teachers, school management, contractors, and community leaders for their cooperation and support during the execution of the project, and charged the community to protect and maintain the facility for future generations.
The well-attended commissioning ceremony drew dignitaries from the military and civil society, including traditional rulers, local government officials, teachers, pupils, and enthusiastic members of the community, who all lauded the Nigerian Navy for its people-centered initiative.
