The Chief of Army Staff (COAS), Lieutenant General Waidi Shaibu, has directed commanders at all levels to respect fundamental human rights and ensure the safety of all Nigerians while executing their constitutional duties. He stressed that adherence to human rights is critical to operational success and the stability of the nation.
General Shaibu delivered the directive on Tuesday during a lecture on his Command Philosophy to participants of the Army War College Course 10/2026 in Abuja. He explained that his philosophy, “To advance the transformation of the Nigerian Army into a more adaptable, combat-ready, and resilient force capable of decisively discharging its constitutional responsibilities within a joint, multi-agency environment,” serves as the cornerstone of his command ideology.
Colonel Appolonia Anele, Acting Director of Army Public Relations, in a release highlighted that the COAS emphasized strict compliance with international humanitarian law, Rules of Engagement, and operational protocols, noting that these measures protect civilians, enhance public trust, and strengthen intelligence-driven operations.
The Army Chief also urged officers to embrace his “Soldier First Concept,” which prioritizes the welfare of personnel while promoting professionalism, robust administration, operational readiness, strategic cooperation, and exemplary leadership. He called on participants to develop their subordinates through structured, mission-focused training, emphasizing that respect for human rights and civilian protection reflects the core of the Oath of Allegiance taken by all officers.
Major General Umar Alkali, Commandant of the Army War College Nigeria, commended the COAS for his consistent support, noted that the lecture had a profound impact on both participants and the institution as a whole.
