The Deputy Speaker of the House of Representatives, Rt. Hon. Benjamin Okezie Kalu, has appointed Sam Ifeanyi Hart, Esq., as his new Chief of Staff (CoS).
The announcement was made by Levinus Nwabughiogu, Chief Press Secretary to the Deputy Speaker, in a statement issued on Tuesday. Hart replaces Hon. Toby Okechukwu, who was recently appointed as the Executive Director, Projects, at the newly established South East Development Commission (SEDC).
Before this appointment, Hart served as the Special Adviser to the Deputy Speaker on Public Affairs. He has an extensive background in training and consultancy, with years of experience in leadership and public service. From 2019 to 2023, he was the Director-General of the Abia State Marketing and Quality Management Agency, a role that positioned him at the forefront of strategic governance and economic development.
He is also an alumnus of the National Institute for Policy and Strategic Studies (NIPSS), Kuru, where he attended the Senior Executive Course 45, serving as the Course Secretary-General. Additionally, Hart has served on the boards of several corporate and non-governmental entities.
Academically, the newly appointed Chief of Staff holds a Master’s Degree in Environmental Law (LLM) and a Bachelor’s Degree in Law (LLB) from Abia State University. He is currently pursuing a Doctorate Degree in Law.
Hart has attended prestigious institutions such as the GOTNI Leadership Centre, NIPSS, and the School of Politics, Policy, and Governance (SPPG). He is also a member of professional bodies, including the Chartered Institute of Directors of Nigeria (M.IoD), the Nigerian Institute of Chartered Arbitrators (ACIArb), and the Nigerian Bar Association (NBA).
As Chief of Staff, Hart is expected to bring his vast experience and expertise to enhance legislative activities, support policy initiatives, and contribute to good governance.
