The Federal Government has reappointed Alhaji Babagana Mustapha as Registrar and Chief Executive Officer of the Health Records Officers Registration Board of Nigeria (HRORBN), with a directive to deepen digital reforms and align training standards with national healthcare objectives.
The Honourable Minister of State for Health and Social Welfare, Dr. Iziaq Adekunle Salako, who presented the letter of reappointment on behalf of the government, commended Mustapha for his outstanding first-term performance, especially in digitizing the board’s registration processes.
“When your tenure ended and you were considered for renewal, I had no doubt you’d made it. Your achievements, especially in digitizing operations, stood out. I’ve referenced your board to other agencies as a shining example,” Dr. Salako stated.
He tasked the Registrar to broaden the board’s digital operations to ensure a comprehensive, real-time database of all registered and unregistered health records officers nationwide, adding that no unregistered practitioner should be allowed to operate.
“It’s not only unlawful to practice without registration; it’s also illegal to hire unregistered practitioners,” he warned.
Dr. Salako further emphasized the need to align the training curriculum for health records professionals with the Ministry’s ongoing digitalization process to ensure consistency between academic instruction and field practice.
Speaking at the event, the Permanent Secretary, Federal Ministry of Health and Social Welfare, Ms. Daju Kachollom, expressed satisfaction with the board’s achievements, including the growing number of health records schools now over 100 with six more expected to open.
“Your relevance is clear from the increasing demand for health records officers from healthcare institutions. However, there’s no room for complacency,” she said, while reminding the Registrar of the December 31, 2025 deadline for onboarding all government health institutions onto the Performance Management System (PMS) and Electronic Content Management (ECM) platforms.
In his remarks, Alhaji Babagana Mustapha expressed gratitude to the government for the renewed confidence in his leadership. He pledged to build on past successes by focusing on innovation, data-driven regulation, and stronger collaboration with the Ministry.
The event was attended by the Director of Hospital Services, Dr. Salaudeen Jimoh, Special Assistants to the Minister, and heads of departments from HRORBN, who all expressed commitment to supporting the board’s renewed mandate.
