The Federal Government is re-evaluating the proposed enforcement of the ban on sachet alcoholic beverages and 200ml PET bottle spirits, earlier slated for December 2025, following a request for detailed clarification from the Federal Ministry of Health and Social Welfare.
This followed a formal correspondence dated 1st December 2025, issued by the Office of the Secretary to the Government of the Federation (SGF) through the Permanent Secretary (General Services), M.S. Danjuma. The letter referenced concerns raised by the House Committee on Food and Drugs Administration and Control regarding NAFDAC’s continued move toward enforcement despite an outstanding parliamentary resolution.
The House Committee’s letter, Ref. No. NASS/10/HR/CT.53/77 and dated 13th November 2025, reminded the SGF that the resolutions passed by the House of Representatives in March 2024 had not been implemented.
It will be recalled that on 14th March 2024, the House adopted the findings of an investigative hearing into NAFDAC’s decision to ban sachet alcohol and small-volume PET bottle spirits. Lawmakers recommended suspending the ban, citing unresolved concerns from key stakeholders and the need for broader consultation.
However, the House Committee now asserts that NAFDAC appears to be proceeding with preparations for enforcement without complying with the legislative directive.
In the latest communication signed by the Deputy Chairman, Hon. Uchenna Harris Okonkwo, the Committee urged the Ministry of Health to ensure full compliance with the 2024 parliamentary resolution.
While awaiting the Ministry’s official guidance, the SGF noted that the Federal Government intends to take a clear and informed position before deciding whether to uphold or suspend the planned December 2025 enforcement of the ban.
