The Nigeria Customs Service Board (NCSB) has carried out one of its most significant leadership reshuffle in recent years, approved a fresh wave of appointments and special promotions designed to strengthen the Service’s operational efficiency and succession structure.
The decisions were reached at the Board’s 64th Regular Meeting held on Tuesday, 25 November 2025, and chaired by the Minister of Finance and Coordinating Minister of the Economy, Wale Edun.
In a move aimed at reinforcing top-level leadership, the Board confirmed the appointment of five Deputy Comptroller-Generals (DCGs) and eight Assistant Comptroller-Generals (ACGs), in accordance with the Federal Character provisions outlined in Section 14(4) of the Nigeria Customs Service Act, 2023.
Those elevated to the rank of Deputy Comptroller-General are:
Baba Imam (North-East)
Isah Umar (North-West)
Tijjani Abe (North-West)
Timi Bomodi (South-South)
Oluyomi Adebakin (South-West)
Their appointments come as replacements following the retirement of several senior officers, and are expected to enhance strategic command across various Customs formations.
Similarly, the Board approved the appointment of the following officers as Assistant Comptroller-General:
C.G. Ogbonna (South-East)
I. Abba-Aji (North-East)
G.M. Haruna (South-South)
E.J. Edelduok (South-South)
G. Gaura (North-West)
I. Isyaku (North-West)
M.S. Shuaibu (North-Central)
M.D. Malah (North-East)
The NCSB stated that these appointments will further strengthen policy coordination, compliance management and operational delivery across the Service.
In addition to the senior management appointments, the Board also approved Special Promotion for ten officers who demonstrated exceptional professionalism, leadership, and outstanding service performance.

A.A. Maiwada – Deputy Comptroller of Customs
C.N. Essien – Assistant Comptroller of Customs
H. Aliyu – Assistant Comptroller of Customs
A.S. Shofadekan – Deputy Superintendent of Customs
The Board explained that the Special Promotion category is reserved for officers whose work has significantly enhanced operations in their commands and contributed meaningfully to national revenue generation and security enforcement.
According to the NCSB, the new appointments and promotions are part of ongoing measures to deepen leadership succession planning, boost personnel morale, and prepare the Service to better respond to evolving demands in trade facilitation, border security, and administrative reforms.
