The National Drug Law Enforcement Agency (NDLEA) has launched a new digital platform designed to simplify and modernize the process of obtaining Drug Integrity Tests and Visa Clearance Certificates, as part of efforts to enhance transparency, improve efficiency, and combat the scourge of substance abuse and illicit drug trafficking in Nigeria.
The portal, officially unveiled on Tuesday, October 21, 2025, in Abuja, marks the introduction of the Drug Integrity Test and Visa E-Administration System (DITViCAS) — a move that NDLEA says will revolutionize its service delivery.
Speaking at the launch, NDLEA Chairman/Chief Executive Officer, Brig. Gen. Mohamed Buba Marwa (Rtd), represented by the Agency’s Secretary, Shadrach Haruna, described the initiative as “a paradigm shift in our fight against the scourge of substance abuse and illicit drug trafficking a moment where enforcement meets efficiency, and commitment merges with cutting-edge technology.”
Marwa noted that the digitization effort aligns with the Renewed Hope Agenda of President Bola Ahmed Tinubu, emphasizing that the NDLEA has maintained an “aggressive, balanced, and uncompromising approach” to addressing the nation’s drug challenges through both supply and demand reduction strategies.
He explained that for years, the process of obtaining the NDLEA Visa Clearance Certificate had been cumbersome, involving manual paperwork, physical appearances, and long verification cycles all of which made the system vulnerable to delays and manipulation.
“With the flag-off of the Online Visa Clearance Portal today, we are bringing an end to those bottlenecks,” Marwa said. “The system automates all processes related to the Drug Integrity Test and Visa Clearance, offering efficiency, flexibility, and transparency.”
According to him, the new portal will also allow private medical centres to partner with the NDLEA as accredited facilities for drug integrity testing, giving applicants the option to apply from home, select preferred test centres, and book convenient appointments without visiting NDLEA offices.
Marwa added that the system’s E-Certification and Verification feature will eliminate certificate forgery and ensure real-time monitoring through supervisory dashboards at all NDLEA formations nationwide.
He further revealed that the agency plans to extend the drug integrity test service to students of tertiary institutions, corporate organizations, and individuals a preventive measure aimed at reducing drug demand across society.
“This is an early-warning system designed to identify individuals who may be experimenting with substances and provide them an opportunity for counselling and treatment before addiction sets in,” he explained.
Highlighting the security features of the platform, Marwa said the system integrates advanced background check protocols to preserve Nigeria’s international reputation and prevent drug syndicates from exploiting legitimate travel channels.
