The Director-General of the National Orientation Agency (NOA), Malam Lanre Isa-Onilu, has unveiled the CLHEEAN Mobile App, described it as a major step toward strengthening citizen engagement and bridging the gap between government and the people.
Speaking at the launch, Isa-Onilu said the initiative represents a shift in governance, where citizens are not only informed but actively involved in shaping national development. He noted that for years, Nigerians have faced challenges such as limited access to information, weak feedback channels, and low engagement with public institutions.
“Today, we begin closing that gap,” he declared, emphasizing that the CLHEEAN App provides a direct and inclusive platform for citizens to access information, engage government, and make their voices heard.
The app features civic education content, an AI-powered voice and chat assistant, multilingual support in major Nigerian languages, and interactive tools for feedback and participation. According to the NOA boss, the platform has been tested for nearly a year and is under continuous monitoring to ensure it delivers accurate and credible information.
Isa-Onilu explained that the application is integrated with websites of government ministries, departments, and agencies (MDAs), allowing it to pull real-time, verified data across sectors. He added that a dedicated team updates the system daily, while efforts are ongoing to ensure MDAs maintain up-to-date digital platforms.
Addressing concerns about misuse, the NOA DG assured that safeguards have been put in place to protect the platform’s integrity, noting that continuous monitoring will help prevent abuse and maintain public trust.
On accessibility, he clarified that the app is part of a broader communication ecosystem. While it targets digitally connected users, NOA continues to engage citizens through over 200 radio stations broadcasting in about 72 local languages, alongside television, social media, and grassroots outreach efforts.
“These platforms are tailored to different segments of the population based on their media consumption habits,” he said, highlighting NOA’s extensive use of interpersonal communication, including town hall meetings and community engagements across the 774 local government areas.
Isa-Onilu further stated that the initiative aligns with the Renewed Hope Agenda of Bola Ahmed Tinubu, particularly in promoting inclusive governance, transparency, and accountability.
He urged Nigerians to download the CLHEEAN App and actively participate in governance, stressing that nation-building requires collective responsibility.
The event ended with applause for the agency, as stakeholders expressed confidence that the platform would enhance trust, improve communication, and strengthen national unity.
