The Transformative Governance Forum (TGF) has urged President Bola Ahmed Tinubu to approve a far-reaching restructuring of Nigeria’s internal security architecture through the establishment of a Ministry of Internal Security and Public Safety (MISPS).
The recommendation is contained in TGF’s maiden policy advisory submitted to the President in December 2025. The group warned that Nigeria’s current security framework suffers from “dangerous fragmentation, institutional rivalry, and wasteful duplication,” which undermine national safety and weaken the fight against terrorism, banditry, kidnapping, and organised crime.
Under the proposed reform, key internal security and law-enforcement institutions including the Nigeria Police Force (NPF), Department of State Services (DSS), Nigeria Security and Civil Defence Corps (NSCDC), Nigerian Correctional Service (NCoS), National Drug Law Enforcement Agency (NDLEA), and National Agency for the Prohibition of Trafficking in Persons (NAPTIP) would be consolidated under a single ministry.
TGF described the move as “a strategic national security imperative,” noted that a unified command structure would enhance intelligence-sharing, improve operational coordination, eliminate redundancies, and enable more efficient deployment of resources.
The advisory stated that the proposed ministry would support President Tinubu’s vision for a “modern, intelligence-driven, and technology-enabled security system” capable of responding effectively to emerging threats.
To fast-track implementation, TGF also outlined a six-month roadmap (January–June 2026) covering legislative action, executive directives, and institutional transition planning needed to establish the new ministry within the current administration cycle.
The group expressed confidence that the reform would “forge a more capable, efficient and accountable internal security system, delivering the durable peace and stability essential for Nigeria’s prosperity,” urging the President to give swift approval to the proposal.
