The Chairman of the Conference of Speakers of State Legislatures of Nigeria, Rt. Hon. Adebo Ogundoyin has emphasized the need for devolution of power, the creation of state police in Nigeria and prompt transmission of National Assembly’s resolutions on the proposed amendments to State Houses of Assembly.
Addressing the Senate Committee on Constitution Review at the committee retreat in Kano, Kano State, Rt. Hon. Ogundoyin presented key submissions on behalf of the Conference of Speakers, advocating the establishment of State Police forces, highlighting benefits as improved local security, community policing, decongestion of federal responsibilities, enhanced accountability, employment opportunities, and tailored law enforcement.
The Conference Chairman also recommended devolving powers from the Exclusive Legislative List to the Concurrent Legislative List to enable both federal and state governments to legislate on matters such as solid minerals, labour, drugs and poisons, post, telegraph, telephone, and stamp duty.
Specifically, Ogundoyin proposed amendments to Sections 92 and 110 of the Constitution to clarify the removal process for presiding officers in state legislatures.
According to him, the recommendations are aimed at strengthening Nigeria’s federal structure, foster sustainable development, and enhance transparency and democratic governance.
Furthermore, Rt. Hon. Adebo Ogundoyin also reiterated the need for prompt transmission of the National Assembly’s resolutions on proposed amendments in the 1999 Constitution to the State Houses of Assembly across the country; emphasizing the importance of an early start to avoid recurrence of challenges posed as a result of political activities during the 2023 General elections which hindered critical process and procedure in the last amendment effort.
He said “We reiterate our earlier call for the prompt transmission of the National Assembly’s resolutions on the proposed amendments to the State Houses of Assembly. Timely submission is essential to allow us at the sub-national level to effectively fulfill our responsibilities. We recall the challenges posed by electioneering activities during the 2023 general elections, which nearly hampered the last constitutional alteration. We are determined to avoid a recurrence, and an early start will be key to ensuring a smooth and efficient process”.
Applauding the Senate Committee on constitution review and National Assembly generally for recognizing and involving the State Houses of Assembly in this process, he added “We deeply appreciate the recognition and involvement of the State Houses of Assembly in this process. Your collaboration speaks volumes of the Committee’s commitment to ensuring that the Constitution reflects the true needs and aspirations of the Nigerian people. Your sincerity and dedication to driving meaningful constitutional amendments are evident, and we stand ready to work alongside you to achieve these goals”.
