For decades, Nigeria’s vast deposits of gold, lithium, tin, limestone, coal, tantalite and several other strategic minerals have remained one of the country’s greatest but least protected economic assets. Despite their immense potential to generate revenue, create jobs and stimulate industrial growth, these resources were increasingly exploited by illegal miners and criminal syndicates, resulting in huge revenue losses, environmental degradation, insecurity and declining investor confidence.
The consequences of illegal mining extended beyond the theft of mineral resources. It weakened government revenue, encouraged organised crime, polluted rivers, destroyed farmlands, threatened the livelihoods of host communities and undermined Nigeria’s ambition to make the solid minerals sector a major pillar of economic diversification.
Recognising these challenges, the Federal Ministry of Solid Minerals Development in 2024 established the Special Mining Marshals, a specialised enforcement unit of the Nigeria Security and Civil Defence Corps (NSCDC). The initiative was designed to combat illegal mining, protect licensed operators, enforce mining laws and safeguard Nigeria’s mineral resources from economic saboteurs.
The establishment of the Mining Marshals represented one of the Federal Government’s boldest interventions in the solid minerals sector. Rather than relying on conventional security arrangements, the Ministry created a dedicated, intelligence-driven enforcement outfit solely focused on protecting Nigeria’s mineral wealth and restoring confidence in the industry.
To pioneer this strategic national assignment, the government appointed Assistant Commandant of Corps (ACC) John Attah Onoja as the first National Commander of the Special Mining Marshals.
The appointment was not by chance. Before assuming the role, ACC Onoja had built an impressive record as Commander of the NSCDC Directorate of Intelligence and Investigation (DII) Tactical Team at the Corps National Headquarters, where he became known for professionalism, discipline and operational excellence. He holds a Bachelor’s degree in Sociology and a Master’s degree in Law Enforcement and Criminal Justice from Ahmadu Bello University, Zaria. He has also undergone extensive local and international training in intelligence gathering, criminal investigation, tactical operations, arms handling and human rights compliance.
These qualifications, coupled with his operational experience and strategic understanding of intelligence-led security operations, made him a fitting choice to lead a unit created to confront sophisticated criminal networks engaged in illegal mining and economic sabotage.
Barely two years after its establishment, the Mining Marshals have emerged as one of the Federal Government’s most impactful initiatives in protecting Nigeria’s natural resources. Under ACC Onoja’s leadership, the unit has evolved into a disciplined, highly professional and intelligence-driven enforcement outfit committed to safeguarding the nation’s mineral wealth.
One of the most significant achievements recorded under his leadership is the disruption of organised illegal mining syndicates operating across several states of the federation. Through intelligence-led operations, the Mining Marshals have recovered illegally occupied mining sites, arrested offenders, dismantled criminal networks and strengthened compliance with existing mining regulations.
These operations have reinforced the authority of government in the mining sector while sending a strong signal that illegal mining will no longer be tolerated.
The Mining Marshals have also played a critical role in restoring investor confidence. Prior to the creation of the unit, many licensed mining operators faced persistent challenges ranging from illegal encroachment and mineral theft to insecurity around mining sites. Such conditions discouraged investment and limited the sector’s contribution to the national economy.
Today, the deployment of the Mining Marshals has significantly improved security around licensed mining operations. Their presence has reassured genuine investors that government is committed to protecting lawful businesses and creating a secure environment for mining activities.
This renewed confidence is particularly important as Nigeria intensifies efforts to diversify its economy beyond crude oil. The solid minerals sector has been identified as one of the country’s most promising alternative sources of revenue, capable of generating foreign exchange, creating employment opportunities and supporting industrial development.
By protecting licensed operators, enforcing mining regulations and preventing illegal exploitation of mineral resources, the Mining Marshals are directly supporting the Federal Government’s economic diversification agenda.
Another remarkable achievement of the unit is its contribution to reducing economic sabotage. Every illegal mining site recovered represents national wealth reclaimed. Every criminal syndicate dismantled reduces revenue leakages. Every enforcement operation strengthens the integrity of the mining sector and ensures that government derives greater benefits from legitimate mining activities through taxes, royalties and export earnings.
The Mining Marshals have equally contributed to environmental sustainability. Illegal mining has left many communities with degraded farmlands, polluted rivers, abandoned mining pits and destroyed ecosystems. By removing illegal operators and enforcing compliance with mining laws, the unit is helping to promote safer and more environmentally responsible mining practices.
Host communities are also beginning to experience the benefits of improved regulation. Reduced illegal activities have translated into fewer disputes over mining sites, improved community engagement and greater opportunities for responsible mining that benefits both investors and local populations.
A defining feature of ACC Onoja’s leadership has been his emphasis on intelligence, professionalism and inter-agency collaboration. Rather than relying solely on force, he has prioritised intelligence gathering, strategic planning and close cooperation with the Federal Ministry of Solid Minerals Development, the Mining Cadastre Office, licensed mining operators, host communities and other security agencies.
This collaborative approach has strengthened enforcement efforts and made it increasingly difficult for illegal mining syndicates to operate unchecked.
ACC Onoja’s commitment to integrity has also distinguished his leadership. Despite the enormous pressure often associated with resource protection, he has maintained a reputation for discipline, transparency and unwavering dedication to national service. His outstanding contributions have earned him several recognitions, including the Most Resourceful Operational Officer of the Year Award, Outstanding Security Officer Award, Security Heroism Award and Outstanding Operational Security Personality of the Year Award, National Resource Protection & Security Award,among other commendations for exemplary service.
Perhaps the greatest achievement of the Mining Marshals is that they have changed the narrative around Nigeria’s solid minerals sector. They have demonstrated that protecting mineral resources is not merely about making arrests; it is about safeguarding national wealth, promoting economic growth, attracting investment, creating employment opportunities and securing the future of generations yet unborn.
As Nigeria continues its drive towards economic diversification, the importance of the Mining Marshals cannot be overstated. No nation can maximise the benefits of its natural resources without first securing them. The progress recorded since the establishment of the unit provides compelling evidence that the initiative is delivering measurable results.
The journey, however, is far from over. Illegal mining remains a serious challenge requiring sustained enforcement, stronger legal frameworks, increased public awareness and deeper collaboration among government agencies, mining companies and host communities.
Nevertheless, under the pioneering leadership of ACC John Attah Onoja, the NSCDC Special Mining Marshals have become more than a security outfit. They have emerged as custodians of Nigeria’s hidden wealth, defenders of lawful enterprise and strategic partners in the nation’s quest for economic transformation.
Their achievements underscored a simple but powerful truth: protecting Nigeria’s mineral resources is not merely about securing mines it is about securing the country’s economic future.
